Refer to Weather Advisory No. 11 issued at 11:00 PM yesterday for the heavy rainfall outlook due to TC KIYAPO and the Southwest Monsoon.&#xD;

Severe Winds&#xD;
&#xD;
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.&#xD;
&#xD;
Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.&#xD;
&#xD;
The highest Wind Signal that may be hoisted throughout the passage of KIYAPO is Wind Signal No. 2. However, the hoisting of Wind Signal No. 3 is not ruled out should KIYAPO intensify into a severe tropical storm while traversing the area of Batanes-Babuyan Islands.&#xD;

The Southwest Monsoon and the periphery of KIYAPO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):&#xD;

Up to 5.5 m: The seaboards of Batanes and Babuyan Islands.&#xD;
Up to 4.5 m: The northeastern seaboard of mainland Cagayan; the northern seaboard of Ilocos Norte.&#xD;
Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. &#xD;

TRACK AND INTENSITY OUTLOOK&#xD;
It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to &#x201C;Other Hazards affecting Land Areas&#x201D; for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.&#xD;
KIYAPO will continue moving west northwestward until tomorrow (25 July) towards the Luzon Strait before turning northwestward to northward for the remaining forecast period. On the forecast track, the center of KIYAPO may pass close to the northeastern portion of mainland Cagayan between this morning and afternoon, then pass very close or make landfall in the vicinity of Babuyan Islands between this afternoon and evening. It is forecast to exit the Philippine Area of Responsibility (PAR) by tomorrow morning.&#xD;
KIYAPO will gradually intensify while moving over the Philippine Sea and may reach tropical storm category this morning. It will continue to strengthen while traversing Extreme Northern Luzon and may intensify into a severe tropical storm after passing the Babuyan Islands. While moving over the West Philippine Sea, this tropical cyclone may rapidly intensify into a typhoon prior to its landfall in the vicinity of southern mainland China. &#xA0;Afterwards, it is expected to weaken as it moves inland and interacts with the surrounding terrain.&#xD;
